This implies hes not in power and that becuase the bully is beibg looked up at the blonde is in major control and has power. Through mise-en-scene the clothing we see isnt uniform. This suggests that it is set in america because usually they dont wear uniform. The close up of the bully coming down to his level shows and is a metaohor that the bully is on a completely differnet level and has to crouch to talk to him. This seems very intimidating.
